Reviewing the FPL 2026 Storm Protection Plan. Underground conversion unit costs are running roughly 35 % above comparable figures I have seen in recent Duke and Georgia Power filings for similar terrain. The cost-benefit analysis also uses a high value-of-lost-load assumption. If the surcharge is approved as filed it will be a noticeable adder on medium and large commercial bills. Has anyone already pulled the detailed project cost workpapers or filed comments on the unit-cost assumptions?
