Sewer charged on water that evaporates into the canopy

Same structural issue as the laundromat evaporation question but the numbers are much larger.

Cultivation facility, irrigation water goes in, a large fraction transpires through the plants and is
captured by the dehumidification system, and depending on the facility design that condensate is
either reclaimed or dumped. Either way a substantial portion of metered water never enters the
sanitary sewer.

This client is being sewer-billed on 100 percent of metered water. Facility uses roughly 3.1 million
gallons a year. Sewer rate is where the money is, running about 2.4 times the water rate.

I think the deduct meter argument is strong here because unlike a laundromat you can actually
instrument it. The dehumidification condensate line can be metered. The runoff to drain can be
metered. The difference is documented rather than estimated.

What I do not know is whether municipal districts will accept a condensate meter as the basis for a
sewer credit, since the usual deduct meter application contemplates irrigation or cooling tower
makeup. Anyone gotten one approved for a grow?
