Client had ONE 15-min interval in July hit 412 kW (normal monthly peak ~280). Now ratcheted at 80% = 330 kW for 11 months. They had a chiller short-cycle during a thunderstorm power blip — documented with the building automation logs. Filed dispute, utility came back saying 'metered demand is metered demand.' Wondering if anyone has gotten relief in this exact scenario, and what the winning argument looked like.
