Push hard. Estimated reads 33% of the time is unacceptable and likely violates your state's metering accuracy standards. File a written demand for actual reads monthly, cite your state's billing accuracy rule, and if they still don't comply, PUC complaint. Estimate-heavy bills are almost always overestimated — utilities build in a cushion.
