EPA regulations affecting power factor requirements
I think you might be confusing EPA with FERC or state PUC regulations. EPA handles environmental standards, not utility rate structures. Power factor requirements are set by individual utilities in their tariffs, approved by the state PUC. There have been some state-level discussions about modernizing power factor standards to account for LED lighting and variable frequency drives, but nothing from EPA directly.
