Solar Net Metering Credits - AEP Ohio

Client in Dayton installed a 150kW solar system last year and I'm auditing their AEP Ohio bills to verify net metering credits are being calculated correctly. The monthly production varies but they're not getting credit for all excess generation. AEP claims some production doesn't qualify due to voltage regulation issues. Has anyone dealt with disputed solar credits on AEP's system?
AEP can be picky about power quality issues affecting net metering credits. Voltage regulation problems usually indicate the solar inverters aren't properly synchronized with the grid. I'd recommend getting an independent power quality study done. If the solar contractor's equipment is causing the issues, they should fix it at no cost to your client.
Carl's right about the power quality angle. Also check AEP's net metering tariff carefully - there might be language about export credits being subject to voltage regulation compliance. If the system was properly installed and commissioned, the client should get full credit for all generation. Document the disputed amounts and file a formal complaint if AEP won't cooperate. The Virginia SCC has been supportive of proper net metering in similar cases.
