Been auditing cold storage accounts for 3 years and never seen this before. Three of the 18 months show estimated reads with no true-up. The utility''s position is that the meter was configured correctly, but the tariff language doesn''t support that.
Don''t forget to check the Schedule GP effective dates — National Grid backdated a rate change that caught me off guard.
Joanne D, you should also check the meter configuration while you''re at it. These errors tend to cluster.

Had the exact same problem with Idaho Power last year. Took about 24 months to resolve but got full refund.
