Been auditing cold storage accounts for 3 years and never seen this before. Three of the 18 months show estimated reads with no true-up. The utility''s position is that the meter was configured correctly, but the tariff language doesn''t support that.

Had the exact same problem with Idaho Power last year. Took about 24 months to resolve but got full refund.
Welcome insights here. I''d add that PPL Electric''s billing system has had known issues with service charges since their platform migration. Document everything carefully.
