The cost/kWh benchmark is only useful if you adjust for demand component. A facility at 25% load factor will show 18-22 c/kWh effective and nothing is wrong; a flat-load 80%-LF data center at the same effective rate IS wrong. I segment my benchmarks by load factor band before comparing. Saves me from chasing fake findings.
