Been auditing manufacturing plant accounts for 6 years and never seen this before. The Schedule TS rate schedule clearly states ratchet at 80% of peak, but the bill shows winter rates applied year-round. The demand ratchet is being applied at 85% instead of the tariff''s 70%.
