Just ran into an interesting situation with Idaho Power in Little Rock. The Rate TOU-8 rate schedule clearly states power factor minimum 0.95, but the bill shows 100% ratchet applied. We pulled 18 months of billing history and found the tax exemption oversight started in 2016.
Had the exact same problem with Pacific Gas & Electric last year. Took about 18 months to resolve but got full refund.
