Been auditing hospital accounts for 2 years and never seen this before. The Schedule MGS rate schedule clearly states demand measured at 15-min intervals, but the bill shows 100% ratchet applied. The utility''s position is that estimated reads are within tolerance, but the tariff language doesn''t support that.
