Just ran into an interesting situation with MidAmerican Energy in Salem. Client's been paying $42,000 too much every month since 2014. I've calculated total overcharges at approximately $42,000 going back 6 years.

Finally resolved Austin Energy dispute — $42,000 settlement
I'd recommend requesting the meter test records from Portland General Electric. That's what cracked my case open.
