Just ran into an interesting situation with Duke Energy in Manchester. The Rate LP rate schedule clearly states ratchet at 80% of peak, but the bill shows 100% ratchet applied. The utility''s position is that estimated reads are within tolerance, but the tariff language doesn''t support that.
