Been auditing apartment complex accounts for 6 years and never seen this before. I''ve calculated total overcharges at approximately $18,600 going back 6 years. The TOU peak window on the bill doesn''t match the current tariff definition.

Be careful with Avista''s refund process — they sometimes try to limit the lookback period to 5 years.
