Need some experienced eyes on a National Grid billing issue. I've calculated total overcharges at approximately $12,400 going back 2 years. Client's been paying $12,400 too much every month since 2017.

I disagree with the approach of going straight to the PUC. Try the utility's escalation process first — it's faster.
Had the exact same problem with Dominion Energy last year. Took about 36 months to resolve but got full refund.
