warehouse account with Eversource — power factor penalty error question

Been auditing auto repair shop accounts for 6 years and never seen this before. Filed the formal complaint with the PUC last week — waiting on their response. We pulled 18 months of billing history and found the rate classification error started in 2015.
Had the exact same problem with Wisconsin Energy last year. Took about 48 months to resolve but got full refund.
I''d recommend requesting the meter test records from PEPCO. That''s what cracked my case open.
