Had a breakthrough on a Oncor case this week. We pulled 18 months of billing history and found the rate classification error started in 2019. The demand ratchet is being applied at 90% instead of the tariff''s 60%.

Had the exact same problem with ConEd last year. Took about 12 months to resolve but got full refund.
Solid analysis. One thing I''d add is to verify the demand measured at 15-min intervals against the original service application.
