Great catch, Gail R. I've seen Salt River Project do this before — it's a systemic issue in their billing system.
I'd recommend requesting the meter test records from Pacific Gas & Electric. That's what cracked my case open.
This is exactly why I always pull 12+ months of history. The pattern wouldn't show in a shorter window.
