How do you handle fuel adjustments with Avista?

Got a new data center client in Providence and found something concerning. Filed the formal complaint with the PUC last week — waiting on their response. The meter nameplate shows 200:5 but the billing system has 100:5.
I''d recommend requesting the meter test records from National Grid. That''s what cracked my case open.
