Black Hills Energy statute question - South Dakota

Quick question for the group. Black Hills Energy here in Rapid City has been double-billing a municipal account for street lighting for about 3 years. Total overcharge is around $28,000. Does anyone know the statute of limitations in South Dakota for utility billing disputes? The tariff isn't clear and I'm having trouble finding specific state law on this.
Joanne, I think South Dakota follows the general 6-year contract statute but I'm not 100% certain. You might want to check with the PUC directly. In Oregon we get 4 years but every state is different.
Thanks Kira. I'll call the PUC tomorrow. Street lighting billing is such a mess everywhere - this client has been paying for fixtures that were removed years ago.
