Westar Energy refusing to go back more than 1 year - help?

I'm hitting a brick wall with Westar Energy here in Kansas. Found a clear demand billing error going back 3 years - they've been applying the wrong multiplier on Schedule LGS which has cost my client about $28K. Westar is saying they'll only adjust back 12 months per their 'standard practice' even though their tariff doesn't specify any time limit. Anyone dealt with Westar on limitation issues? Kansas Corporation Commission seems to defer to the utilities on this stuff.
Bonnie, that's frustrating. Here in Texas, we've had better luck when we can document that the utility knew about the error. Do you have any correspondence with Westar where they acknowledged the multiplier was wrong? Even an email from a customer service rep can help establish they were aware of the issue. If they knew and didn't fix it, that can extend the recovery period significantly.
I've dealt with similar issues down here in Florida with TECO and FPL. The key is often finding the right regulatory pathway. Sometimes filing a formal complaint with the state commission opens up different time limitations than just negotiating with the utility directly. The complaint process often has statutory deadlines that override tariff language. Might be worth filing with the Kansas Corporation Commission even if they usually defer to utilities.
