Found a power factor penalty error worth about $8,500 over 3 years but they're only willing to credit 24 months. Is this typical for Florida municipals or just JEA being difficult?

Beth, I've seen JEA be pretty rigid on their policies. Two years is shorter than most utilities I've dealt with here in Florida. FPL usually goes 3-4 years depending on the issue. Being a municipal, JEA might have different rules than the IOUs. Have you checked their published tariff schedule for limitation language?
Actually, you might want to appeal to JEA's customer service manager. Municipal utilities sometimes have more flexibility than they initially let on, especially for clear billing errors. $8,500 is material enough to push back on. Worth escalating beyond the first level billing rep.
