Xcel Energy Minnesota - New Transformer Ownership Requirements

Just got word that Xcel Energy Minnesota is changing their primary service requirements starting August 1st. They're now requiring customers to own transformers for any new service over 1MW demand, regardless of voltage level. Previously this was optional for most customers. Anyone dealt with mandatory transformer ownership requirements? Wondering how this affects rate negotiations and what the true cost implications are for clients.
Kent, that's a significant change. MidAmerican Energy here in Iowa has had similar requirements for industrial customers since 2022. The upside is they offer a very competitive primary rate discount - 2.3 cents/kWh currently. But clients need to budget for transformer replacement every 20-25 years. We typically recommend setting aside $3-4K annually per MW for eventual replacement costs. Has Xcel indicated what their primary discount will be under the new structure?
This is concerning for our clients in the Phoenix area. If utilities start mandating transformer ownership, it completely changes the economics for smaller commercial customers. A 1MW facility might only save $15-20K annually on primary rates, but now they're forced into $60-80K transformer investments. Dana, that 2.3 cent discount in Iowa makes it work, but if Xcel's discount doesn't increase proportionally, customers are getting a raw deal.
