Dominion Energy battery storage billing error - $4,800 overcharge

Dominion Energy in Virginia has completely botched the billing for my client's solar + battery system. They installed a 12kW solar array with Tesla Powerwall 2 in January and Dominion is somehow billing them for battery discharge as if it's grid consumption. February bill shows 1,847 kWh usage when the actual grid consumption was only 234 kWh. The battery provided 1,613 kWh from stored solar but Dominion billed it all at retail rates. Anyone dealt with this before?
Marcus, this is a classic behind-the-meter vs. front-of-meter billing error. The battery storage should be invisible to Dominion's billing system if it's properly configured behind the revenue meter. Check the interconnection diagram - sounds like they may have wired the battery meter in series with the grid meter instead of parallel. The battery discharge should never show up as grid consumption.

The installer probably connected the monitoring equipment wrong or Dominion's meter reader is pulling data from the wrong source.
