I'm expanding my practice into Pennsylvania and working with some PECO and PPL clients. Are there any state-specific requirements or standard language I should include in my engagement agreements? Coming from other states where I have my templates down cold, but don't want to miss anything important for PA regulatory environment.

Sylvia, welcome to PA! The main thing to watch for is the PUC's customer protection regulations. Make sure your LOA clearly states that the client retains the right to contact their utility directly and that you're acting as their agent, not replacing their relationship with the utility. PECO and PPL both require written authorization for third-party inquiries, so include specific language about utility communication rights.
I don't work PA but dealt with similar third-party authorization issues with Idaho Power. The key is being very explicit about what you're authorized to do - request records, file complaints, negotiate with account reps, etc. Vague language will get you shut down when you try to contact the utility.
