LOA template for Texas deregulated market?

Anyone have a good Letter of Authorization template for the Texas deregulated market? I'm expanding into ERCOT territory and need to make sure I can access client records from both the TDSP and the REP. The standard LOA I use for regulated utilities doesn't seem to cover all the bases here. Specifically need language for CenterPoint Energy, Oncor, and AEP Texas transmission data.
Carlos, I've been working ERCOT territory for 5 years now. The LOA definitely needs different language. You need separate authorization for the REP (retail electric provider) and the TDSP (transmission company). The tricky part in Texas is getting historical data from REPs when clients have switched providers multiple times. Make sure your LOA includes language allowing you to contact previous REPs. I've seen cases where clients had 4 different REPs over 3 years and getting complete billing history was a nightmare. Also include specific ERCOT nodal pricing access if you're doing any real-time market analysis.
Even though I'm in Idaho, I've helped a few clients with Texas facilities. One thing to watch for is the different rate structures between the major TDSPs. Oncor uses different tariff codes than CenterPoint, and AEP Texas has their own quirks. Your LOA should be broad enough to cover all transmission and distribution charges, not just energy. The devil is in the details with ERCOT audits.
