Quick question for the group - does anyone know the current Idaho regulations on apartment submetering? I have a client in Boise with a 20-unit complex on Idaho Power Schedule 9 looking to install submeters for individual unit billing. The property manager heard that Idaho has specific requirements about meter accuracy and billing procedures. Monthly Idaho Power bill is about $2,100 and they want to eliminate allocation disputes. Any Idaho folks here who know the rules?
Idaho Power apartment submetering regulations?
Warren, I'm not in Idaho but I dealt with similar submetering regulations in Alabama. Most states require submeters to meet ANSI C12.1 accuracy standards and have regular calibration certificates. The billing procedures usually need to match the utility's rate structure exactly - you can't markup the rates beyond actual costs. I'd suggest contacting the Idaho Public Utilities Commission directly for the specific requirements.
Thanks Albert, that's helpful. I'll reach out to the IPUC and also check with Idaho Power's commercial customer service. For a $2,100 monthly bill split 20 ways, the individual unit costs would average around $105/month, so accuracy is definitely important. Don't want any disputes over meter readings or billing calculations.
