Quick question - what's the backbilling limit in West Virginia? AEP is claiming they can go back 3 years for a billing error on a commercial account but I can't find the specific rule. Anyone dealt with WV PSC on this issue?

West Virginia follows the 24-month rule for utility billing errors. It's in their PSC regulations - can't recall the exact section number off the top of my head but it's definitely there. AEP is probably trying to categorize this as something other than a billing error to get around the limit.
Randy's right about the 2-year rule. Check what AEP is calling it - if they're claiming "theft" or "tampering" they might try for longer period. But for straight billing errors or meter problems, 24 months is the limit. File with PSC if they won't back down - they usually do once regulators get involved.
