Been working on a TVA fuel cost adjustment case here in Knoxville that's been driving me crazy. Large industrial customer on Schedule MSB was getting charged fuel costs twice - once in their base rate and again through the monthly FCA adjustment. TVA keeps claiming it's correct but their own tariff says fuel costs are either embedded or separate, not both. Anyone else dealt with TVA fuel cost recovery disputes?

Terry - TVA can be stubborn on fuel cost issues. We had a similar case in Ohio with a TVA wholesale customer that was getting double-charged. The key was getting copies of the original rate design documents that showed which costs were supposed to be embedded vs. adjustable. TVA's accounting department eventually admitted the error but it took 8 months. Good luck with your case.
