SoCalGas mandatory inspection fees - legal or not?

Client in Santa Clarita got hit with a $150 "mandatory safety inspection fee" from Southern California Gas Company. The charge appeared after they requested a meter test due to high bills. SoCalGas claims it's required by state regulations but I can't find anything in the CPUC tariffs authorizing this fee. Anyone familiar with California gas inspection requirements? This seems like retaliation for challenging their billing.
Gordon, that sounds fishy. PG&E up here in Northern California doesn't charge for meter accuracy tests - it's part of their service obligation. If the meter is found accurate, there might be a charge, but $150 seems excessive. Check CPUC Rule 30 on meter testing procedures. There are strict limitations on what utilities can charge for safety inspections.
Had similar issue with Intermountain Gas here in Idaho. They tried charging $85 for what they called a "compliance inspection" after we disputed multiple bills. Filed complaint with Idaho PUC and they ruled the charge was invalid - utilities can't charge customers for responding to legitimate billing disputes. The fee was refunded plus interest. File a complaint with CPUC immediately.
