TVA is claiming their billing is correct but the client is seeing huge demand spikes that don't match their actual load patterns. Terry, I've used Fluke 435 analyzers for similar situations here in New Orleans. They're expensive to buy but you can rent them for about $200 per week. Great for documenting voltage fluctuations, harmonics, and demand patterns. The data logging capability is excellent for building a case with the utility. Entergy took our power quality report seriously when we had solid data to back up our claims.
