I've got a pretty detailed checklist system for Alabama Power accounts. Different utilities have different quirks but the basic process is similar. Happy to share some ideas offline if you want to connect. The key is making it detailed enough to catch everything but not so complex that it slows people down.
We developed ours over about two years of trial and error. Started simple and added items every time we found a mistake or missed something. Now it's bulletproof but took time to get there. TVA has some unique rate structures that took a while to fully document in our procedures.
