Ameren Illinois supply contract vs tariff discrepancy

Quick question for anyone working in Illinois deregulated territory. Have a client with Ameren Illinois where their third-party supply contract shows $0.0625/kWh but the bill shows supply charges at $0.0680/kWh. The supplier claims this is correct due to "transmission adjustments" but I can't find this language in the contract. Has anyone seen Ameren Illinois allow suppliers to add transmission costs on top of the contracted supply rate?
Elmer, that sounds fishy to me. Here in Alabama we don't have deregulation, but my understanding is that transmission costs should be part of the delivery charges, not added to the supply rate. I'd check with the Illinois Commerce Commission to see if there's any approved mechanism for suppliers to pass through transmission costs separately.
Albert's right - transmission is typically a delivery charge item. Down here in Texas with the various REPs, I've never seen transmission costs added to the supply rate unless it's explicitly stated in the contract. Elmer, I'd demand documentation from the supplier showing exactly what these "transmission adjustments" are and under what authority they're being charged.
