Bill impact is about $2,100 monthly for this casino account. The rider references PUCN Docket 14-07046 but when I looked it up, that docket was for distribution upgrades, not transmission. Am I missing something or is NV Energy applying the wrong rider?

We had a similar issue with Entergy where they were charging a transmission rider for distribution work. The docket number discrepancy is a red flag. The key is getting the exact tariff sheet that shows the rider calculation and comparing it to the approved PUC order. If the docket was for distribution but they're calling it transmission, that's definitely worth challenging. Nevada PUC staff are usually helpful if you call them directly.
