Duke Energy 26-day bill - refusing to adjust

Duke Energy Carolinas issued a 26-day bill for my client in Greensboro, claiming their meter reader was "unable to access the property" for 4 days. The bill is $850 short of what a normal 30-day period should be, but they're refusing to prorate the demand charges upward. Their customer service says they "never adjust bills for shorter periods." This doesn't seem right - shouldn't billing work both ways?
Elisa, that's completely wrong on Duke's part. I'm in Charlotte and deal with Duke regularly. Their tariff Schedule PP requires proration adjustments for any billing period outside 28-32 days. A 26-day period should definitely be adjusted. File a complaint with the North Carolina Utilities Commission - Duke is violating their own approved rate schedule.
Thanks Wayne. Just filed the NCUC complaint online. Duke's own tariff clearly states billing periods "shall be adjusted to reflect standard monthly consumption." Their customer service department obviously doesn't understand their own rules. Will update when I hear back from the commission.
