Tony, those shopping credits are supposed to represent the difference between NV Energy's default generation rate and some market-based calculation. But you're right that they're not transparent about the methodology. I'd recommend filing a data request with the PUCN to get the actual calculation worksheets.
We see similar issues with Xcel here in Colorado. The deregulated market mechanisms are often buried in complex tariff language that even the utility billing folks don't fully understand. Have you tried calling their commercial billing department directly?
Scott makes a good point. Sometimes the billing reps have internal calculation sheets that aren't in the public tariffs. It's worth a phone call before going the formal route with the commission.
