NV Energy shopping credits - anyone understand how these work?

I'm working on an audit for a casino here in Vegas and NV Energy is applying these 'shopping credits' that I can't figure out. The tariff mentions them but doesn't explain the calculation methodology. Anyone dealt with these before? The credits seem to vary month to month with no clear pattern.
Tony, those shopping credits are supposed to represent the difference between NV Energy's default generation rate and some market-based calculation. But you're right that they're not transparent about the methodology. I'd recommend filing a data request with the PUCN to get the actual calculation worksheets.
We see similar issues with Xcel here in Colorado. The deregulated market mechanisms are often buried in complex tariff language that even the utility billing folks don't fully understand. Have you tried calling their commercial billing department directly?
