AEP Texas mysterious storm recovery charge

Got a client bill from AEP Texas showing a $127 "Storm Recovery Surcharge" that started in July 2013. Problem is, we haven't had any major storms in the Corpus Christi area this year. Called AEP and they claim it's for "system restoration costs from prior storm events" but won't provide details about which storms or what costs. Anyone else seeing AEP Texas adding unexplained storm charges? This feels like a cash grab disguised as disaster recovery.
Vivian, AEP Texas has been notorious for vague storm recovery charges. I'm in Dallas and see similar issues with Oncor adding storm costs to bills months or even years after weather events. The problem is Texas deregulation allows these transmission companies to recover storm costs through riders without detailed justification. You need to demand itemized documentation showing exactly which storm events and restoration activities justify that $127 charge.
