APS Schedule E-32 power factor calculation error?

Got our October bill from APS and they're showing a power factor of 0.68 for our Phoenix warehouse on Schedule E-32. That seems impossibly low - we only have LED lighting, HVAC, and some office equipment. No motors or other heavy reactive loads. The penalty was $3,400 which is more than our actual energy charges. Has anyone seen APS make calculation errors on power factor billing?
Sarah, 0.68 PF for that type of load definitely sounds wrong. LED lighting typically runs 0.9+ power factor. I'd call APS immediately and request a meter test. Could be a metering error, CT ratio problem, or phase rotation issue. Don't pay that penalty until they can explain the readings.
Rachel, good advice. Called APS this morning and they're sending someone out to check the meter. The customer service rep admitted 0.68 seems low for our type of facility. Hopefully it's just a metering problem and not something wrong with our electrical system. Will update when I know more.
