Small business client in Charleston switched to Schedule GSA mid-cycle and Dominion Energy appears to have messed up the proration calculation. George, that sounds like a straightforward billing error. Most utilities should prorate customer charges when there's a mid-cycle rate change. Here in Tennessee with TVA, they automatically prorate all fixed charges based on the number of days under each rate. I'd call their business office and ask for a billing review.
Roy's right about calling for a review. Ameren here in Missouri had a similar glitch in their billing system last year where mid-cycle changes weren't prorating correctly. They fixed it pretty quickly once customers started complaining. Document the error and request a corrected bill.
