Working on a PPL Electric account in Harrisburg and the TOU Schedule R windows don't match what I'm seeing in the billing. Tariff shows summer on-peak as 12PM-8PM weekdays, but the bill analysis shows peak charges from 11AM-9PM. The customer is getting hit for an extra 2 hours daily at $0.18/kWh premium. Am I missing something in the tariff language?

Sylvia, PPL had a tariff revision in late 2014 that changed some of the TOU windows. Make sure you're looking at the version that was effective during your billing period. Also check if they're using Eastern Standard Time consistently - I've seen utilities mess up the DST transitions on TOU schedules.
Elmer, I double-checked the tariff effective dates and I'm using the correct version. The DST issue is interesting though - this billing period included the March time change. Could that be causing the hour shift? The customer's usage pattern is pretty consistent so it should be easy to spot if the timing is off.
PPL uses Eastern Prevailing Time for their TOU schedules, which means they should automatically adjust for DST. But I've seen their billing system lag behind by a day or two after the time change. Pull the interval data for the week of March 8th and see if the peak hours shifted gradually or all at once.
Albert's right about the EPT issue. We see similar problems with Idaho Power after DST changes. Sylvia, if you can share the actual interval timestamps, I can run them through our TOU analysis tool.
