Green Mountain Power TOU rates - Vermont legislation changes

Anyone following the Vermont TOU rate changes that went into effect January 1st? Green Mountain Power completely restructured their commercial TOU schedules due to the new renewable energy legislation. Peak hours shifted from 1pm-7pm to 5pm-9pm weekdays, and they added weekend peak periods during winter months. I'm seeing billing impacts of 15-20% on my commercial clients. The utility didn't do a great job communicating these changes.
Chester, we're seeing similar legislative-driven TOU changes here in Minnesota with Xcel Energy. The renewable portfolio standards are forcing utilities to shift peak periods to better align with grid demand patterns. Are you finding that GMP's new rates actually benefit some customers, or is it universally higher costs?
I've got three Vermont clients with Appalachian Power and they're asking about switching to GMP territory now. Chester, are you recommending that customers adjust their operations to avoid the new peak windows? The 5pm-9pm period seems more manageable than the old 1pm-7pm for most manufacturing operations.
