NV Energy estimates when meter reads fine - lazy or fraud?

Small casino client in Las Vegas getting estimated bills for 4 months even though the meter is easily accessible and reads properly when I check it myself. Called NV Energy three times and they claim the meter reader 'couldn't access the location' but I walk right up to it. Security cameras show no utility trucks during the supposed read dates. Are they just making up excuses to avoid sending readers out? This seems like straight up fraud to me.
Kim, Georgia Power tried similar tricks during the recession. They cut meter reader staff but didn't adjust their billing practices. Instead of admitting they couldn't read meters timely, they made up access issues. Document everything - photos of the accessible meter, security camera footage, everything. The Nevada PUC takes falsified records seriously.

The issue is their performance metrics still require certain reading percentages, so they lie about attempting reads rather than admit staffing shortages. File a formal complaint and demand explanation for each 'failed access' attempt.
