School district RFP process - need advice

First time working with a K-12 school district and they want a formal RFP response for energy auditing services. This is a 45-school district in Texas with multiple utility providers. The RFP process seems overwhelming - 40+ page document with insurance requirements, bonding, references, etc. Any tips for responding to school district RFPs? The potential is huge but the paperwork is intimidating.
School districts are worth the paperwork hassle once you get in with them. They tend to be loyal clients and the audit potential across multiple buildings is substantial. Make sure you understand their fiscal year budget cycles - many make decisions in spring for fall implementation. The insurance and bonding requirements are standard for public entities. Partner with a good commercial insurance agent if you don't already have adequate coverage.
I work with several Texas school districts. The key is demonstrating experience with educational facilities and understanding their unique needs - summer shutdown periods, budget constraints, safety requirements for contractors. Include case studies from other school work if you have them. The 45-school size suggests they probably have significant energy costs worth auditing.
