Anyone dealt with medical office complexes where the developer set up weird sub-metering? I've got a 6-building complex in Phoenix with APS service, and they've got master meters plus individual tenant meters, but the allocation method makes no sense. Some tenants are paying for common area HVAC, others aren't. The property manager doesn't understand the billing either.

Ugh, these are the worst. Developer probably set it up to maximize their profit without thinking about actual usage patterns. Medical offices have such different load profiles too - imaging centers vs general practice vs urgent care. Have you been able to get interval data from APS to see actual usage patterns?
Still waiting on the interval data request. APS says 4-6 weeks. The imaging center is definitely getting screwed - they're paying way more than their actual usage would justify. Thinking there might be some cross-metering issues too.
I've seen this before. Sometimes the master meter arrangement actually costs more than individual meters would because the complex gets bumped into a higher rate class. Might be worth modeling what individual service would cost vs the current setup.
