Working on a Veterans Affairs hospital in Colorado and Xcel Energy has them on what looks like a standard commercial rate. Shouldn't federal facilities get special government rates? The monthly bills are running $45K-50K which seems high for a 200-bed facility.

Wade, VA hospitals definitely qualify for federal rates in most territories. You'll need to work directly with Xcel's government accounts team. The paperwork is a pain but the savings are usually significant.
Anita's right. We moved a VA medical center in Ohio from commercial to federal rates and saved them about $18K per month. Just be prepared for a long approval process - took us six months to get it switched over.
Thanks Anita and Chuck. Already reached out to Xcel's government team. They confirmed the facility should be on Schedule FG instead of GS-3. Could be looking at some substantial retroactive credits too.
