Assisted living facility losing money on summer cooling

Got an assisted living facility in Phoenix that's getting killed by summer electric bills. They're running $28K/month June through September just for cooling, and the residents are still complaining about temperature control. The building is only 5 years old but the HVAC system seems oversized and inefficient. Anyone dealt with senior living cooling challenges?
Ruth - senior facilities are tough because you can't let residents get too hot or cold for health reasons. Have you looked at their thermostat settings? Many places keep it colder than necessary. Also check if they're on a time-of-use rate - could shift some loads to off-peak hours for cooling thermal mass.
Karen's right about TOU rates. Also consider if they qualify for any medical necessity programs with the utility. Some assisted living facilities can get reduced rates for life safety equipment like HVAC systems. Worth checking with APS about their medical baseline programs.
