Large K-12 district in Texas putting energy services out for RFP. They want comprehensive audits across 47 schools plus transportation facility. Anyone know the competitive bidding thresholds for Texas school districts? Don't want to underbid and leave money on the table.

School district RFP - competitive bidding requirements
Rachel - Texas districts over $25K require competitive bidding but energy services often fall under professional services exemption. Check if they're looking for performance contracting or just audit services. Makes a big difference in pricing structure.
Leon's right about the exemption. Also consider their budget cycle - many districts prefer contingency-based pricing where you only get paid from savings found. For 47 schools, I'd expect 8-12 month timeline if you're doing comprehensive audits. Factor that into your proposal.
Thanks guys. It's straight audit services, not ESCO work. Going with contingency pricing - district's more comfortable with that approach. Randy's timeline estimate matches what I was thinking.
