Prioritizing sites in large portfolio audits

Working with a client who has 280 locations but wants us to prioritize which sites to audit first based on potential savings. They don't want to pay for all locations upfront. How do you guys approach site prioritization when you haven't done the full audit yet? Looking at usage levels seems obvious but wondering what other criteria work.
Vera, we usually sort by monthly kWh usage and focus on the top 50 locations first. Also look at the age of the account - older accounts (pre-2010) tend to have more errors. Geographic clustering helps too since you can batch utility requests. We found 70% of potential savings in the top 30% of usage locations.
Gloria's approach is solid. Also check utility territories - some utilities are just more prone to errors than others. We prioritize anything in ConEd territory because their billing is so complex. Also look for locations with high demand charges relative to usage - often indicates rate classification issues.
