Michelle, I had a similar situation with a hotel chain last year. The key is getting corporate buy-in first - have them send a memo to all site managers explaining the audit and requiring cooperation. Also helps to offer a standard email template they can forward. Made my life so much easier.
Laura's right about corporate support. I also create a simple tracking spreadsheet with columns for site name, manager contact, LOA status, and follow-up dates. Color-code green/yellow/red so you can quickly see which sites need attention. For the difficult ones, sometimes a quick site visit works better than phone calls.
