Primary vs secondary voltage discount verification

Paper mill in Tennessee on TVA's MSD rate claiming primary voltage service but I can't find any utility-owned transformers on the property. All the distribution equipment looks customer-owned. How do you verify if they're actually getting primary voltage and the associated discount?
TVA's definition of primary service is delivery at distribution voltage (4kV-35kV) without utility transformation. Look for the delivery point - if TVA delivers at 13.8kV or similar and the customer transforms it down, that's primary service. The discount reflects the customer providing their own transformation. Should be documented in the service agreement.
